| ملخص الشراء : | The consulting services (“the Services”) include the end-to-end improvement and digital transformation of six (6) priority public services within selected sectors/clusters. The assignment utilizes an agile methodology (MVP, alpha, and beta stages) to diagnose "As-Is" processes, redesign "To-Be" workflows, classify data according to the National Data Classification Policy, and integrate electronic signature use cases. The Consultant will configure these services on Lebanon’s National Portal, a low-code automation platform, and provide capacity building for civil servants. The estimated implementation period is five (5) months from the contract commencement date. |

| المبررات : | OMSAR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. |
