Purchase Brief : The Consultant will be responsible for designing based on the need of the identified projects, supervising, verifying, and reporting on the compliance of all construction activities related to the rehabilitation, repair and reconstruction of damaged water infrastructure in Beirut & Mount Lebanon, Bekaa and South Lebanon. This includes:Designing the required works based on three categories of (i) slightly, (ii) partially, and (iii) fully damaged infrastructurePreparation of the tender documents (Including relevant BOQ or schedule, and E&S requirements);Support with Evaluation of Contractor’s Bids  and Award recommendation;Supervising the Works as Engineer. This includes:Supervising and verifying – through regular site visits, technical assessments, and review of relevant project documentation – the implementation and quality of works in accordance with the approved designs, technical specifications, and contract conditions;Ensuring compliance with the project operational manual, as well as applicable World Bank operational, fiduciary, environmental, and social requirements;Certifying completed works, including pumping stations, reservoirs, water networks and transmission lines repairs and solar systems related to water facilities; andMonitoring progress against project timelines and collecting feedback from stakeholders, including local authorities, Contractors, and end beneficiaries.
