The objective of this Technical Assistance (TA) is to provide the Engineering and Consulting Services needed for 3 different sites in the vicinity of the city of Sour, Ain Ebel and Zahle. (Actual Locations will be set prior to contract signature) and to assess the feasibility of processing rubble at temporary storage facilities in line with the World Bank Environment and Social Framework (ESF) and Industry Good Practices, for the following activities: ● Activity 0: Field assessment of rubble temporary storage sites in order to establish a comprehensive baseline of rubble currently stored in approximately 50 identified sites across affected governorates and to assess the feasibility of processing rubble through temporary Material Recovery Facilities (MRFs) at no more than ten (10) sites to be proposed by the consultant for the client approval based on a criteria developed by the consultant. ● Activity 1: Prepare the detailed designs for the Quarry Rehabilitation Plans (QRPs) including the construction of the Material Recovery Facilities (MRFs) and the Safe Disposal Cells (SDCs), and/or for temporary MRFs. ● Activity 2: Prepare the Environmental and Social Impact Assessment (ESIA) studies for quarries rehabilitation including the construction of the Material Recovery Facilities (MRFs) where only rubble is processed and crushed into different size aggregates and the safe disposal cells (SDCs) which will be used as final disposal sites for rubble that cannot be reused/recycled, and/or for temporary MRFs. ● Activity 3: Prepare the Tender Documents and provide assistance during tendering. ● Activity 4: Supervise the rehabilitation of the quarry sites including the construction of the MRFs and the safe disposal cells and/or temporary MRFs. |
